HealthAI signs Memorandum of Understanding with TOPRA and announces co-chair role for Chief Regulatory Officer
London/Geneva, 10 February 2026 – HealthAI – The Global Agency for Responsible AI in Health, has signed a Memorandum of Understanding (MoU) with TOPRA – The Organisation for Professionals in Regulatory Affairs – to advance responsible AI in health through closer collaboration with the global regulatory affairs community.
The MoU was signed at the Royal Society of Chemistry in London by HealthAI CEO Dr Ricardo Baptista Leite, who met TOPRA Chief Executive Dr Samantha Atkinson for a short ceremony, followed by a lecture on championing responsible AI in healthcare.
TOPRA is the professional membership organisation for individuals engaged in regulatory affairs for human and veterinary medicines and medical devices, working internationally with its members to promote excellence across the healthcare regulatory profession. HealthAI focuses on supporting governments and regulators in implementing governance mechanisms and global standards to ensure AI-driven health technologies are safe, effective, and equitable.



Both organisations recognise the growing intersection between responsible AI, regulation and day-to-day regulatory affairs practice in healthcare and life sciences. The MoU provides a structured framework for collaboration, enabling information exchange, professional development opportunities and joint expert contributions that can support high-quality regulation of AI-enabled products and services for patients and health systems.
For HealthAI, this collaboration strengthens links with regulators and regulatory professionals who are navigating the integration of AI and digital technologies into medicines and medical devices. It also creates additional channels to share HealthAI’s technical expertise, thought leadership and tools with a global community of experts working at the interface of innovation and regulation.
For TOPRA and its members, the relationship offers access to HealthAI’s specialist focus on AI governance in health, including insights from its Global Regulatory Network, Community of Practice and work on mapping AI governance and supporting regulatory capacity in low- and middle-income countries. Together, the organisations aim to help regulatory professionals engage confidently with AI technologies and contribute to trustworthy, patient-centred innovation.

This nomination reflects a strong alignment between TOPRA’s mission to advance regulatory practice and HealthAI’s work to strengthen government-led regulatory mechanisms and global standards for Responsible AI in health. As former Head of Software and AI at the UK’s Medicines and Healthcare products Regulatory Agency (MHRA), where he led initiatives such as the Software and AI Medical Device Change Programme and the AI Airlock regulatory sandbox, Dr Campbell brings deep practical experience in regulating AI-enabled medical devices.
