What is the GRN?

 

The Global Regulatory Network (GRN) is the only platform for inter-country collaboration on governance across all types of AI use in health. Established by HealthAI – the Global Agency for Responsible AI in Health, the GRN brings together committed governments and regulatory authorities to share knowledge, identify best practices, and strengthen their national regulatory systems for AI in health.

GRN members receive direct technical assistance and advisory support from HealthAI, gain exclusive access to the Global Public Directory of AI-related Registered Solutions for Health, where locally validated AI solutions can be showcased worldwide, and participate in the Global Early Warning System, which enables timely reporting and response to adverse events within the GRN.

Membership is grounded in collaboration: HealthAI works closely with each country’s health ministry and relevant competent authorities, drawing on guidance and standards from WHO, IMDRF, and other global normative bodies, to help governments implement globally aligned regulatory mechanisms that ensure the safety and effectiveness of AI solutions in health.

Who Can Join the GRN?

GRN membership is open to national governments, ministries of health, national regulatory authorities, and other government institutions with a mandate for AI governance in health.

HealthAI assesses prospective members against the GRN Qualification Model to ensure readiness and alignment, and works with countries throughout the process to support them in meeting the criteria, as well as providing further details of the benefits and activities carried out in the GRN program.

How to Join the Global Regulatory Network?

Phase 0: Expression of Interest & Qualification Review

The journey begins with high-level engagement with your Ministry of Health, National Regulatory Authority, and any other institution responsible for AI governance in health. HealthAI will share the full Membership Agreement and conduct a review to confirm alignment with the GRN Qualification Model across four domains: strategic alignment, government-level commitment, regulatory readiness, and commitment to contribute to the Network.

Phase 1: Membership Agreement & Official Onboarding

Once qualification is confirmed, HealthAI and the country finalize the membership agreement — including data-sharing provisions for the HealthAI Global Public Directory of Registerd AI-Related Healthcare Solution, and the Global Early Warning System. An official signing ceremony and official announcement marks the official start of the membership and unlocks access to HealthAI's full technical support, advisory services, and the GRN's global peer community.

Phase 2: Baseline Assessment & Discovery

HealthAI conducts a desktop review followed by an in-country discovery workshop that brings together diverse stakeholders. The workshop introduces key AI regulatory concepts, assesses local AI governance landscape, and evaluates existing regulatory capacity and training needs. HealthAI then produces a baseline assessment report and implementation plan outlining gaps, priorities, and actionable recommendations tailored to the country.

Phase 3: Strengthening Capacity & Capabilities

Based on the implementation plan, HealthAI works with the local team to strengthen regulatory capabilities through training and workshops grounded in global standards and best practices. The next steps involve formally onboarding the country to the various tools, such as the HealthAI Navigator, a step-by-step interactive tool that helps governments tailor a path to responsible AI in health. The partnership journey continues with ongoing monitoring and annual review of progress to ensure a successful implementation.
